Quote disabled or not working/bug

There is no quote option, it this disabled or it is a bug.

My board has a quote button, check in all the JooBB settings in ur admin panel, and that you are logged in on the front end of your site to display the quote button

The quote button only shows for your posts, not all other users. The point of a quote button is to quote another users post and then reply.
